The main goal that the Klan wanted was to expand their beliefs across the states. One of their target states was Illinois, becoming the first self governing with a hidden empire. In order to take over, members had a plan. Len Small was a governor who gained his power with the help of the Klan. Activism was the main goal, with Smalls in power this allowed him to appoint others to different political departments such as secretary, assistants, fairground workers and even promoting different senators to different states.
He was voted later worst governor of Illinois as he backstabbed his previous beliefs and allowed violent underground tactics to take place
Not many articles are shown behind his work, but the most favorable press he has received was from his hometown newspaper (Kankakee Daily) because Smalls owned it.

Although their political scheme started in Illinois, Indiana had the highest amount of Klan member than any other state running out of robes for members 3 times.
